4-Room HDB Resale Renovation Cost in Singapore: What You'll Actually Pay (2026)

Prices checked October 2026 against the published price lists of 526 contractors listed on Homees, MOM's 2025 wage data and Qanvast's 2026 report. How we price →
A resale 4-room costs more to renovate than a brand-new BTO — usually **S$55,000–S$80,000**, and past **S$85,000** if the flat is old and needs a full overhaul. The reason is simple: you're paying to *undo* the previous owner's flat before you build yours. Hacking, rewiring and fresh waterproofing all stack on top of the same works a BTO needs.| Scope | Typical cost | What you get |
|---|---|---|
| Light refresh | S$35,000 – S$55,000 | Repaint, partial flooring, keep layout & wet works |
| Standard overhaul | S$70,000 – S$81,600 | Hacking, new kitchen + baths, full carpentry, rewire as needed |
| Full transformation | S$80,000 – S$110,000+ | Gut renovation, layout changes, premium finishes, smart home |
Where these come from: Essentials = published whole-home packages from contractors listed on Homees (Oct 2026); Standard = Qanvast's 2026 projection from its 2025 project medians; Premium = designer-led work above that band. Furniture, appliances and contingency are on top. How we price →
Quick answer: for a comfortable standard overhaul of a 4-room resale flat in 2026, budget around S$70,000–S$81,600 plus 10% contingency and a separate furniture-and-appliances budget.
Why resale costs 20–40% more than a BTO
This is the whole story of the resale premium — three big works a BTO simply doesn't need:
- Hacking & haulage. Stripping old tiles, built-ins, kitchen and bathroom finishes, then carting the debris away, runs S$2,500–S$8,000+ depending on extent. See the hacking & demolition guide.
- Rewiring. A 25–30 year old flat often has dated wiring and an undersized DB box. Partial-to-full rewiring plus a DB upgrade adds S$2,000–S$6,000. See electrical works.
- Fresh waterproofing. Once you hack a bathroom, the membrane must be redone — S$800–S$1,500 per bathroom before re-tiling. See waterproofing.
Add it up and a resale 4-room runs 20–40% more than the same flat as a BTO. Factor this into your buy decision — a cheaper resale purchase can be eaten up by a heavier renovation.
Where the money goes — room by room
| Space | Typical cost | Detail |
|---|---|---|
| Kitchen | S$13,000 – S$22,000 | Hacking + new cabinets, countertop, tiling |
| Bathrooms ×2 | S$12,000 – S$20,000 | Full hack, waterproof, re-tile, fittings |
| Bedrooms ×3 | S$10,500 – S$19,500 | Wardrobe-led; ~S$3,500–S$6,500 each |
| Living/dining | S$8,000 – S$13,000 | Flooring, TV feature wall, lighting |
| Aircon (System 3–4) | S$2,300 – S$4,200 | New multi-split system |
| Hacking, rewire, waterproof | S$6,000 – S$14,000 | The resale-only works |
Carpentry and the wet works (kitchen + bathrooms) are the biggest line items. In a resale, the hacking and infrastructure works are the swing factor that separates a S$55k job from an S$80k one.
What actually moves your price
- Flat age and condition. A flat last renovated 25 years ago needs more stripping and rectification than one done up 8 years ago.
- Layout changes. Removing non-structural walls to open up the kitchen or combine bedrooms adds hacking, making good and sometimes a Professional Engineer (PE) endorsement.
- Extent of hacking. Keeping a serviceable bathroom or kitchen layout saves thousands; gutting everything maximises cost.
- Carpentry run and material tier. Same as any flat — built-ins by the foot, and laminate vs quartz/solid surface.
- ID vs contractor. An interior designer adds roughly 10–20% for design and project management.
Cost by estate
Resale 4-rooms cluster in the mature estates, and condition drives spend:
- Tampines, Bishan, Woodlands — older 4-rooms often need full strip-outs, rewiring and re-tiling, pushing toward the top of the range. Bishan owners tend to spend more given resale value. Browse pros in Tampines, Bishan and Woodlands.
- Jurong — a mix of resale flats and condos; bathroom waterproofing and kitchen cabinet replacement are the most-quoted jobs. See Jurong.
The per-trade rates are broadly island-wide; what varies is how much stripping and rectification each flat needs.
Sample budget — standard 4-room resale overhaul
- Kitchen (hack + rebuild) ≈ S$16,000
- 2 bathrooms (hack, waterproof, re-tile, fittings) ≈ S$15,000
- 3 bedrooms (wardrobes, flooring) ≈ S$15,000
- Living/dining (flooring, feature wall, lighting) ≈ S$10,000
- Hacking, haulage, rewire, DB upgrade ≈ S$8,000
- Aircon System 3 ≈ S$3,250
- Painting + sundries ≈ S$3,000
- Subtotal ≈ S$70,000, plus 10% contingency (~S$7,000)
That lands most standard resale 4-room overhauls in the S$70,000–S$81,600 zone for works alone.
Renovation timeline
A resale flat takes longer than a BTO because of hacking and drying time:
| Week | Stage |
|---|---|
| 1–2 | Hacking, haulage, electrical/plumbing first-fix |
| 3–4 | Waterproofing, ponding test, masonry, tiling |
| 5–7 | Carpentry installation, false ceiling, painting |
| 8–10 | Flooring, sanitaryware, aircon, lighting |
| 11–12 | Defects rectification, handover and clean |
Most 4-room resale renovations run 10–14 weeks. Build in buffer if you're hacking extensively or changing layout.
HDB rules — the resale difference
- No 3-year tile rule for you. The rule that blocks tile removal for 3 years applies from a new flat's key collection. A resale flat is well past that, so you can hack and re-tile bathrooms freely — one reason resale jobs are more extensive.
- Licensed trades. Plumbing by a PUB-licensed plumber, electrical by a Licensed Electrical Worker (LEW); use an HDB-licensed, CaseTrust-accredited contractor.
- Permits. Your contractor applies for the HDB renovation permit; removing walls needs HDB approval and, for structural walls, a PE endorsement.
- Permitted hours. Noisy work Mon–Sat 9am–6pm; none on Sundays and public holidays.
How to keep the bill sensible
- Keep what's still good. If a bathroom or kitchen layout works and the waterproofing is sound, refurbish instead of gutting — the single biggest saving on a resale.
- Overlay flooring where the existing screed is flat and solid, instead of full hacking.
- Right-size the rewire. Not every resale needs a full rewire — get an electrician to assess what's actually required.
- Get 3 itemised quotes and make sure hacking, haulage, waterproofing and rewiring are all line-itemed.
- Keep 10–15% contingency — resale flats hide surprises behind old tiles and ceilings.

FAQ
How much does it cost to renovate a 4-room resale flat in Singapore? Usually S$70,000–S$81,600 for a full, designer-led overhaul in 2026 (Qanvast's 2026 projection). A light refresh that keeps the layout can be done for S$15,600–S$27,300. Furniture and appliances are extra.
Why is a resale flat more expensive to renovate than a BTO? Because you pay to strip out the previous owner's flat first — hacking, haulage, rewiring and fresh waterproofing — which a new BTO doesn't need. That adds a 20–40% resale premium.
Can I hack the bathrooms in a resale flat? Yes. The 3-year tile-removal rule only applies to new flats from key collection. A resale flat is past that, so you can hack and re-tile bathrooms — just redo the waterproofing properly.
Do I need to rewire a resale flat? Often partially. A 25–30 year old flat may have dated wiring and an undersized DB box. Have a Licensed Electrical Worker assess it — a partial rewire plus DB upgrade typically adds S$2,000–S$6,000.
How long does a 4-room resale renovation take? Usually 10–14 weeks, longer than a BTO because of hacking, waterproofing and drying time.
How much contingency should I keep for a resale flat? 10–15%. Resale flats hide surprises — old pipes, hollow tiles, ceiling leaks — that only appear once work starts.
Is it cheaper to buy resale or BTO once renovation is included? Not always. A cheaper resale purchase can be offset by a heavier renovation. Compare the all-in cost — purchase plus renovation — not just the price tag.
Does this include furniture and appliances? No. These are renovation works. Loose furniture, fridge, washer, sofa and beds are a separate S$10,000–S$20,000 budget.
