Plumbing splits into two buckets: **fixtures** (installing a toilet, basin, tap or water heater) and **piping** (the pipes behind the wall). Fixtures are cheap and quick. Piping — especially *moving* a sink or toilet — is where the money goes.

For a standard HDB reno, basic plumbing is often S$450–S$600 per bathroom and S$350–S$450 for the kitchen. But relocate a sink or toilet and you're looking at a separate S$1,500–S$4,200 scope. Single fixture jobs start as low as S$60.

One rule before anything else: any work connecting to the PUB water main — water heater, new fixture connections, concealed re-piping — must be done by a PUB-Licensed Plumber. Using an unlicensed one voids your HDB warranty and leaves you liable if a leak floods your neighbour.

Job Typical cost Notes
Toilet bowl set (supply + install) S$150 – S$500 Incl. removing the old one
Instant water heater (install) S$180 – S$250
Storage water heater (install) S$280 – S$350 + PUB submission
Basic bathroom plumbing package S$450 – S$600 Fixtures + exposed piping
Relocate sink / toilet (concealed re-pipe) S$1,500 – S$4,200 Separate reno scope
PUB submission ~S$300 Storage heater / main connection

Indicative 2026 ranges. Final price depends on fixtures, brands, piping (exposed vs concealed) and access.

Fixtures: supply and install

These are the per-item jobs. Branded fittings (TOTO, Kohler, Ariston, 707) cost more, but here's the ballpark:

Fixture Cost (supply + install)
Toilet bowl set S$150 – S$500
Wash basin S$120 – S$300
Basin / mixer tap S$80 – S$200
Bidet spray S$30 – S$80
Kitchen sink + tap S$150 – S$400
Bathroom accessory (holder, rack) S$10 – S$20 each
Instant water heater S$180 – S$250
Storage water heater S$280 – S$350

Most plumbers also sell a per-bathroom package — heater, basin, toilet bowl, basin tap, bidet spray and a couple of accessories bundled — which usually works out cheaper than buying each install separately. Storage heaters come with a PUB submission (about S$300) because they tie into the main supply.

Piping: the part that costs real money

If your layout stays put, plumbing is cheap. The moment you move something — shift the kitchen sink, relocate the toilet, add a second bathroom point — you're into pipe re-routing, and that's quoted as its own scope: S$1,500–S$4,200.

Two ways to run pipes:

  • Exposed piping runs along the wall surface. Cheaper, faster, easy to inspect — common and perfectly fine in service yards and many HDB bathrooms.
  • Concealed piping is buried in the wall for a clean look. Costs more because it means hacking, embedding and re-tiling — and if it ever leaks, getting to it is a job.

For most renovations, the honest answer is: keep your wet areas where they are if you can. Moving them is one of the priciest small decisions in a reno.

Repairs, chokes and leak detection

Renovation aside, these are the day-to-day plumbing calls — and the jobs where an upfront price matters most, because they're urgent. From Homees' historical plumber pricing (adjusted to 2026):

Job Typical cost Notes
Clear toilet bowl choke S$60 – S$200 Rodding/auger; severity-dependent
Clear floor trap / sink choke S$50 – S$150 Most cleared in one visit
Repair exposed pipe leak (copper/UPVC) S$80 – S$200+ Labour + material
Leak detection, concealed pipes S$120 – S$250+ Specialist equipment; complex cases cost more
Replace flexible hose (sink/cistern) S$30 – S$60 Quick fix
Re-pipe whole flat (exposed) S$800 – S$2,500 Concealed re-piping costs more (hack + re-tile)
Transport / troubleshooting call-out from ~S$80 Often waived if you proceed with the repair

Two tips for choke and leak jobs: ask whether the call-out fee is waived if you proceed with the work, and get the plumber to state the price before they start — reputable ones will. A concealed leak that needs detection first should be quoted as two steps (find, then fix), so you're not committed blind.

What your reno package does (and doesn't) cover

This catches a lot of homeowners out. Most HDB renovation packages include basic plumbing — tap replacement, fixture install, floor trap install. They usually exclude:

  • concealed pipe re-routing,
  • water heater electrical (MCB) upgrades,
  • full waterproofing of wet areas,
  • PUB submissions for heaters or main connections.

So if your quote looks suspiciously cheap, check whether these are in or out before you sign.

A worked example

Two bathrooms and a kitchen, exposed piping, with instant heaters:

  • 2 bathrooms @ ~S$500 each (toilet, basin, tap, bidet, heater) ≈ S$1,000
  • Kitchen sink + tap + piping ≈ S$350–S$400
  • PUB submission (if storage heater) ≈ S$300
  • Total (no relocation): roughly S$1,400–S$1,800

Now relocate the kitchen sink to the other wall, and add S$1,500–S$4,200 for the re-pipe. Same flat, very different bill — and it's the piping, not the fixtures, that did it.

The costs people forget

  • PUB submission (~S$300) for storage heaters and main-supply work.
  • Concealed re-piping if you want pipes hidden — far more than exposed.
  • Water heater electrical — a storage heater may need its own MCB / isolator (that's an electrician cost on top).
  • Waterproofing of the wet area — often a separate trade, easy to assume it's "included" when it isn't.
  • After-hours call-outs — emergency or weekend work carries a S$150–S$350 surcharge.
  • Branded fixtures — TOTO/Kohler/Ariston cost more than house brands.

Rules worth knowing

  • PUB-Licensed Plumber required for anything touching the water main — heaters, new fixture connections, concealed re-piping. Non-negotiable for warranty and liability.
  • HDB packages include basic plumbing but exclude re-routing and waterproofing (see above).
  • Condos usually cost a bit more per job — strata access, lift bookings, and MA/MCST approval for some works.
  • Storage heater = PUB submission. Budget the ~S$300 and the lead time.

How to keep the bill sensible

  1. Don't move your wet areas unless you really need to. Relocation is the single biggest plumbing cost.
  2. Exposed piping where it won't be seen (service yard, behind cabinets) saves on concealment.
  3. Bundle fixtures into a package rather than paying per install.
  4. Confirm what's excluded — re-piping, waterproofing, heater MCB, PUB submission — so it's not a surprise mid-reno.
  5. Use a PUB-licensed plumber and get an itemised quote. A cheap unlicensed fix that leaks into the unit below costs far more.

Comparing plumbers on Homees.co is the easiest way to line up safe, comparable quotes.

FAQ

How much does plumbing cost for an HDB renovation? Basic plumbing is often S$450–S$600 per bathroom and S$350–S$450 for the kitchen. Relocating a sink or toilet is a separate scope at S$1,500–S$4,200. Single fixture jobs can start from S$60.

How much to install a toilet bowl in Singapore? A supply-and-install toilet bowl set runs S$150–S$500, usually including removal and disposal of the old unit. Branded units (TOTO, Kohler) sit at the higher end.

How much does a water heater installation cost? Instant heaters are about S$180–S$250 to install; storage heaters S$280–S$350, plus a PUB submission of around S$300 because they connect to the main supply.

How much to move a kitchen sink or toilet? Relocating wet-area points means re-routing pipes — usually quoted as a separate scope at S$1,500–S$4,200, depending on distance and whether the piping is concealed.

What's the difference between exposed and concealed piping? Exposed piping runs on the wall surface — cheaper, faster, easy to inspect. Concealed piping is buried in the wall for a clean look, but costs more (hacking and re-tiling) and is harder to access if it leaks.

Do I need a licensed plumber in Singapore? Yes, for anything connecting to the PUB water main — water heaters, new fixture connections, concealed re-piping — you need a PUB-Licensed Plumber. Unlicensed work voids your HDB warranty.

Does my renovation package include all the plumbing? Usually only the basics (tap replacement, fixture install, floor trap). Concealed re-routing, waterproofing, heater MCB upgrades and PUB submissions are typically extra — check before signing.

How much does it cost to clear a choke in Singapore? A toilet bowl choke typically runs S$60–S$200 and a floor trap or sink choke S$50–S$150, most cleared in a single visit. Ask for the price before work starts, and whether the call-out fee is waived if you proceed.

How much is leak detection for concealed pipes? Around S$120–S$250+ for labour and specialist equipment, with complex cases costing more. Get it quoted as two steps — detection first, then the repair — so you know each cost.
